This message is considered as the formal term of your proposed agreement. eBay has all the rights to review your message to the seller to make sure that it is not against any of the eBay policies or is an activity that involves fraud.

You will see the terms and conditions listed at the bottom of the page. Review them and then select the check box. Click the continue button. Again review the information given on review and commit best offer page and when clear about the things click the commit best offer button to submit.
